To transfer a domain no costs are involved.
Only an authorisation letter is required and the domain needs to be paid up (ie in "Active" status).

If the domain name is not paid up,
a renewal fee needs to be processed first, to get the domain name back into "Active" state
before it can be successfully transfered from one Registrar to another.
